Youssef Heneine is a Partner with Strategy& based in Doha and a member of the firm’s Government and Public Sector practice in the Middle East.
With over 20 years of experience in management consulting, he specializes in public policy, economic development, international cooperation, industry regulations, corporate strategy, performance management, and institutional transformation, with a special focus on Qatar.
Youssef first joined the firm in 2001, advising government agencies across the MENA region on public policy and strategic transformations. In 2012, he became Senior Advisor to the Minister of Foreign Affairs of Qatar, where he contributed to foreign policy and national strategy development. As a founding member of the Qatar Fund for Development, he played a pivotal role in shaping the agency’s strategic vision and forging global and local partnerships.
Before rejoining Strategy& in 2024, he served as Senior Advisor at the Prime Minister’s Office in Qatar, focusing on national strategy and policy, economic development, foreign investments, and institutional performance.
Youssef holds a Master in Public Administration from Harvard University, an MBA, and a bachelor’s degree in computer and communications engineering from the American University of Beirut.
